This event will discuss success stories, key strategy, and ground-breaking initiatives at BPJS Kesehatan, designed to generate solutions to alleviate healthcare-related financial challenges and ensure equal access to healthcare for all Indonesian citizens.
In 2014, Indonesia faced a severe healthcare crisis where less than half of the population had financial protection, while 49.7% of all their health expenses were paid from out-of-pocket money. This made it difficult for most people to afford treatment thus widening inequalities in health services provision. In response to this problem, the Government of Indonesia introduced a scheme called Jaminan Kesehatan Nasional (JKN), or the National Health Insurance Programme, in a quest for Universal Health Coverage. The JKN scheme rapidly expanded, and by May 2024, it covered more than 97% (272 million) Indonesians out of its whole population.
This transformation significantly reduced financial barriers to healthcare, lowering out-of-pocket expenses to 25% of current health expenditures. Additionally, catastrophic health expenditure rates fell from 4.5% in 2017 to 2% in 2021, easing household financial burden.

One of his most significant and commercially critical achievements is his remarkable strategic transformation of BJPS Kesehatan, from a deficit-ridden entity into a thriving surplus-generating organisation.
Prof. dr. Ghufron Mukti, MSc PhD, is the President Director of BPJS Kesehatan Indonesia and an Honorary Graduate of Coventry University. He holds a key role in executing the Indonesian National Health Insurance Programme. He leads ground-breaking transformations to address financial challenges, particularly in turning the financial situation from a deficit to a surplus, while at the same time delivering more equal access to healthcare services.
This impressive feat involved the implementation of innovative financial strategies, rigorous cost management, and the optimisation of operational efficiencies. His leadership not only stabilised the financial health of BPJS Kesehatan but also ensured its sustainable growth, enabling the organisation to better serve millions of Indonesians with higher quality healthcare services.
