In December 2012, Chas Morrison undertook a consultancy in Afghanistan on behalf of Cooperation for Peace & Unity, an Afghan NGO. The Japan International Cooperation Agency (JICA) is funding a technical support project to increase national capacity to construct a new city, north of Kabul. The consultancy is a mid-term review of this work. Due in March, the findings highlight the numerous challenges of post-conflict reconstruction and coordination in insecure locations.
