Course overview

These courses are aimed at industry professionals engaged in the delivery of security, safety, risk and crowd management at events. They are suitable for those with a broad range of event backgrounds who wish to improve their understanding of the topic.

The Certificate and Diploma have been developed in response to the introduction of legislation governing the management of event sites and venues across the UK – Terrorism (Protection of Premises) Act 2025 – also known as Martyn’s Law. Designed and delivered by industry experts from STORM 4 Events Ltd, they build on the increasing recognition that counter terrorism risk management is an independent area of study requiring specific knowledge and skills to manage emergent risks and threats.

These civilian courses address a recognised gap between public-sector specialists trained in event counter terrorism and the private-sector event safety and security experts who have historically been expected to deliver counter terrorism plans with little or limited training.

Course detail

The courses are industry-relevant and research-informed, shaped in collaboration with partners across business and professions, and in line with global issues and government agendas. They bring together industry-based professionals to share experience and skills in the theoretical and practical application of counter terrorism risk management at events.

STORM 4 is a highly respected consultancy operating at the intersection of event safety, security, crowd management, and counter-terrorism risk management. Founded in 2017, the company delivers assurance-led, proportionate, and practical solutions, protecting people, places and reputations throughout the United Kingdom.

The team's senior consultants have been responsible for training and assessing Counter-Terrorism Security Coordinators within the UK Police, ensuring that the expertise shaping national policing standards also informs STORM 4’s work. The delivery team consists of time-served, practicing UK Police Counter Terrorism Security Coordinators and trainers from the UK police's Counter Terrorism Security Coordinators’ courses.

Crucially, the Counter-Terrorism Risk Management (CTRM) methodology developed by STORM 4 has been adopted by all UK Police CTSecCo as the national standard framework, reinforcing the organisation’s credibility and position as a leader in counter-terrorism risk management.

Renowned for its rigorous methodology, discretion, and integrity, STORM 4 works in close collaboration with policing, government, academic, and commercial partners. This ensures that its approach to protective security and counter-terrorism risk management reflects the highest professional and educational standards.

Coventry University Disaster and Emergency staff will review course materials, assignments and delivery to ensure that the courses adhere to university processes and are of the highest quality. This course joins, and complements, the university's wider Crowd Safety and Emergency Management programmes.

How you'll learn

Face-to-face, block delivery provides the opportunity to network and discuss critical issues in counter terrorism risk management.

Field exercises in the local area embed learning in a real-world context and equip learners with the ability to identify the variables that can impact the management of counter terrorism and risk.

In-person workshops and seminars will promote teamwork, fostering collaboration and developing both technical skills and non-technical skills. Learners will work together on group exercises during the course, sharing their accrued knowledge and gaining knowledge and application from others.

Modules will include seminars, tutorials and workshops in addition to theoretical lectures. These support students to put their knowledge into practice by tackling real-world scenarios. Assessment tasks are designed to immerse students in the analysis of realistic, scenario-based materials, replicating real-world complexities and reinforcing active, applied learning.

Our teaching and learning sessions foster open discussions in a safe and inclusive environment, where everyone feels comfortable sharing and learning from a wide range of experiences and backgrounds.
