In our complex and interdependent world, escalating incidents can quickly become extremely challenging for first responders and lead to significant and unanticipated cumulative and cascading effects. Such events can ultimately have enormous consequences with respect to life, property and infrastructure and leave significant recovery challenges.

Emergency and incident management standards in the sector are high, but they need to be higher. Employers are now demanding that those with an incident response remit are trained, qualified and accountable.

This short postgraduate certificate course is for professionals working in public and emergency services, private sector or consultancy with a responsibility for incident response, minimising risks to the public, facilitating early recovery, informing public and organisational risk management practice and preparedness, training others and designing and running emergency exercises.

The four modules have been have been externally reviewed by an external expert in the Civil Contingencies Secretariat (UK Cabinet Office) and meet the requirements of government and other organisations, helping to ensure that our graduates have the skills and knowledge to deal with complex and large-scale emergencies upon successful completion of the course. Modules from this programme can be taken forward and count towards the MSc in Emergency Management and Resilience qualification.

Coventry University understands the current challenges facing our incident response and emergency management community, and so our curriculum and assessment is designed and constantly refreshed, making it suitable for those who are already working as well as those looking to embark on a career within the field.

This course will provide you with the opportunity to further develop the core knowledge you need to drive forward excellence in incident leadership and coordination, anticipating and minimising risks to the public, the environment and infrastructure, preparedness, organisational learning and developing a culture of resilience within your organisation and for those you serve.

The course is open to EU nationals living in the UK with settled or pre-settled status who would not require a visa to study.

The four credit-bearing modules which comprise this postgraduate certificate are created to provide you with the opportunity to gain a master’s-level qualification in a directly relevant discipline.

Employers recognise that the challenges found in postgraduate study positively changes the way you analyse problems and create solutions. This course provides you with a space to network with others from a diverse range of experience and disciplines, to learn and apply concepts, theories and academic skills to professional practice.

The course’s flexibility and delivery pattern of 4.5-day blocks enables full-time students to develop their knowledge alongside opportunities to gain practical experience, while the part-time route allows those already working to balance their studies and other commitments and apply academic rigour to their practical experience.

You will have opportunities to reflect on, and further develop, essential technical and non-technical skills in incident management, leadership, working together, personal resilience and working in multi-agency teams. We aim for you to advance your skills in evaluating complex situations, developing creative and innovative solutions, and implementing post-incident learning. There will be opportunities to take part in training and exercises through simulated emergency scenarios in our state-of-the art, immersive Simulation Centre.

Coventry University was the first UK university to establish courses in disaster management and emergency planning over 20 years ago (Hulse & Moseley 1998) and is still a leading provider of Higher Education courses and Consultancy services in emergency and disaster management capabilities. All modules are offered on a rolling basis, at least once every eight months, ensuring they can be approached flexibly and fitted around the demands of full-time employment. Full time study is one year and part-time study is normally up to two years. Whilst we would like to give you all the information about our part-time offering here, it is tailored for each course each year depending on the number of part-time applicants.   • 7089EXQ Risk, Incidents and Leadership

    This module aims to develop an in-depth understanding of a range of risk interpretations, and explore non-technical skills, minimisation techniques and leadership models that can be applied during incidents and crises. It will use models, theories and simulations to critically evaluate the challenges for leadership and decision making within the constraints of some command and control practices. Incidents are recognised as vital opportunities for learning lessons but there are usually challenges to facilitating and leading the implementation of change; you will investigate ways in which these barriers and challenges can be overcome.

  • 7099EXQ Emergency Planning and Preparedness

    The aim of this module is to provide you with a critical understanding of the concepts, issues, processes and structures relevant to the development of effective strategies for preparing for, responding to and recovering from emergencies and disasters. You will engage with approaches to construct, implement, test and evaluate a range of emergency and disaster preparedness arrangements across a broad scope of natural, social and technological hazards.
    The module will focus on the composition and structure of emergency and disaster plans, policies and practices. This includes consideration and evaluation of the various organisational, institutional and legal frameworks that influence emergency preparedness, and consideration of wider social and technological factors that can affect emergency and disaster planning at the local, sub-national, national and international levels.

  • 7101EXQ Integrated Emergency Management: Policy and Issues

    This module aims to equip you with the skills needed to analyse issues arising from the undertaking of activities to fulfil duties and responsibilities in relation to emergency management;, and to enable you to acquire and apply knowledge and skills in order to prepare integrated arrangements for dealing with emergencies in the UK and other high-income countries. Theories and concepts relevant to emergency management, including the role of the state and public policy, will be analysed in order to allow you to critically assess and evaluate emergency management policy and practice.
    An analysis of the concept of Integrated Emergency Management and its implications for the duties of the Civil Contingencies Act will be a particular area of focus. The module will facilitate your understanding of issues relevant to emergency management and will equip you with the knowledge to assess and evaluate emergency management practice in the UK and other high-income countries, in order that you may understand factors relevant to the effectiveness of emergency arrangements.

  • 7087EXQ Community Preparedness, Recovery and Resilience

    Despite the recent popularity and frequent use of the community resilience concept in emergency and disaster management research and policy programmes, there is a confusing range of theoretical interpretations and an equally broad range of operational interpretations. This module aims to provide you with a high-level conceptual understanding of resilience and its relationship with preparedness and recovery activities done by, and on behalf of, communities. Through analysis of UK and international case studies, you will evaluate determinants of resilience and the role of professionals and communities in preparedness, recovery and resilience. Methods for engagement with community groups and the role of public service providers/NGOs will be critically assessed. Issues pertaining to sustainable approaches and monitoring and evaluating the effectiveness of resilience interventions will be emphasized.

  • Supporting Transition to Postgraduate Study

    A formative module which aims to assist and prepare you in the transition to postgraduate education by developing your academic skills, in order to improve and enhance your personal effectiveness as a learner. It is particularly useful if you are new to Higher Education or have been away from study for some time. The module will look at areas such as critical reading, academic writing and referencing skills. Throughout the module, you are encouraged to reflect on your learning in order to deepen your understanding and effectiveness as a quality independent learner. The module will set out clearly what we expect of students at postgraduate level and equip you with the resources to be able to meet expectations in this environment. This academic skill set is transferable and will be valuable not only in the immediate context, but also for continuing professional development. There is no assessment for this module.

Modules are delivered as 4.5-day face-to-face events that provide the depth and rigour required for development, reflection and networking in this sector. Campus delivery is supported by our innovative online social learning platform, allowing you to undertake substantial parts of your study at home where you can revisit classroom content and find additional materials. You also have access to our library's electronic resources 24/7, including thousands of books, ejournals and newspapers.

Your dissertation working paper tutor will assist you in developing your study and research skills.

Assessment for all modules is by 100% coursework.
This course is be assessed using a variety of sector-appropriate methods which vary depending upon the module. All written assignments are submitted online and presentations can be recorded. Assessment methods include reports, proposals and business cases, presentations, posters etc. There are no exams.

On successful completion, you should be able to:

  • Evaluate risk, its components and influencing factors, approaches to assessment, prioritisation and role in planning, managing and recovering from crises and emergencies.
  • Demonstrate a detailed knowledge of policy and approaches for mitigating, preparing for, managing and recovering from emergencies or crises for responding agencies and organisations and affected communities.
  • Apply relevant approaches to assessing complexity and interaction and develop, monitor and evaluate resilience in processes, systems, organisations and communities at risk from known and emergent threats in a sustainable way.
  • Undertake detailed analysis of multi-stakeholder engagement, communication, cooperation and governance in all aspects of policy and strategy development, implementation and management at all scales.
  • Manage information, evaluate uncertainty, ambiguity and complexity in knowledge, method and management, and make appropriate and defensible decisions.

Each 15 credit module will consist of 150 hours of activities with typically about 30 hours of contact time associated. The activity time will be made up of a mixture of guided and self-guided study. Taught modules are normally delivered in a block (typically 4.5 days of campus-based delivery). This will include a combination of, but may not be limited to, lectures, small-group sessions, workshops and support sessions, as well as online classes and tutorials. Students will have access to an experienced team of tutors and lecturers who will support their studies. Each module will have dedicated online content to support the learning.

As an innovative and enterprising institution, the University may seek to utilise emerging technologies within the student experience. For all courses (whether on-campus, blended, or distance learning), the University may deliver certain contact hours and assessments via online technologies and methods.

This course focuses on emergency management within a global context, drawing on case studies and the experience of agencies working in the UK, Europe, US, Canada and Australia.

International, EU and UK students (dependant in intake of students each year) take classes together, participating in discussion-based seminars and workshops, so all students have the opportunity to benefit from the personal experiences of other students, as well as staff, from other parts of the world.

Entry Requirements

Relevant work experience and/or a professional development qualification.

A 2:2 undergraduate degree (or equivalent) in a relevant discipline. Applicants with a lower class of degree and/or professional experience only will be individually considered and will usually be interviewed prior to being offered a place on the course.

EU nationals and their family members starting in the 2020/21 academic year remain eligible for the same fees as home students and the same financial support. Graduate Immigration Route visa

Based on current information from the UK Government, international students whose study extends beyond summer 2021 may be eligible for a visa under the UK Government’s Graduate Immigration Route, which will enable students to stay and work, or look for work, in the UK at any skill level for up to two (2) years.
