Overview

The MPA International Policing course provides the leadership skills necessary for handling large, complex and fast-changing organisations dedicated to public order, safety and security.

The course brings together mid-to-senior level professional policing practitioners from around the world to collaboratively explore change and reform, and investigate how best to provide leadership in handling change and driving sustainable continuous professional development. The MPA also enhances the professional and organisational effectiveness of policing leaders in tackling crime and enhancing public safety, public confidence and the rule of law.

As well as utilising academic expertise, we assure the quality and currency of the course and learning experience by incorporating the first-hand knowledge and understanding of highly-experienced policing practitioners from international and UK policing networks. Notable examples include former National Policing Improvement Agency and College of Policing strategic leadership instructors and other senior international policing professionals.

Benefitting both individuals and their organisations, the course is tailored towards the needs and career demands of mid-to-senior managers working at executive level in the area of policing, whether as police officers or as professionals formulating and implementing policing policy in a wider context. As such, individuals who would benefit from this course include serving police officers, former police officers seeking to work in the expanding field of security sector reform, policy formulators at local and international level, practitioners involved in national and local government-level development initiatives in policing management, and individuals working in inter-governmental organisations, as well as those working in national and international non-governmental and private sector initiatives.

The qualification of Master of Public Administration is a recognised and valued professional post-graduate degree for those working in public administration and public policy management, local, regional and national government, and increasingly the non-governmental sector.

To be accepted on the course, you need a minimum of five years’ experience of mid-to-senior level management in the area of policing, which will be individually evaluated prior to acceptance on the course, allowing the first 60 out of 180 credits of the MPA to be awarded by Accreditation of Prior (Experiential) Learning.

Chartered Management Institute (CMI)

You will have the opportunity to take Global Professional Development, a module developed in partnership with the Chartered Management Institute, becoming an affiliate member of the CMI during your period of study.

If you successfully complete the module and meet the CMI evidence requirements, as well as completing 10 credits towards the final award, you will gain a L7 Certificate in Strategic Management and Leadership and a L7 Award in Professional Consulting.

Course information

The core course objectives are: 

  • To explore organisational leadership; strategic analysis and planning; policy formulation to deliver successful and ethical policing; operational effectiveness and change management;
  • To develop personal skills in critical thinking and analysis; research practice and evaluation; time management; and reflective practice;
  • To reflect on contemporary threats to security and safety and how to address these threats, as well as to develop responses to the impact of social change on policing.


Strategic leadership runs through the taught modules, with policing change and reform a strategic imperative for many countries today. It is increasingly important for individuals, organisations and/or sponsors to know they can access pragmatic, evidence-based leadership development, but also that it is accredited by an established and well-regarded institution.

Strategic leaders should understand the principles of good leadership and encourage their staff to implement and practice these, whilst operational and tactical supervisors need to utilise strategic practice in their day-to-day management and leadership.

Access to the UK police service, including strategic and operational programme study visits

The MPA is relevant within the international security and justice sector because it addresses strategic level leadership, policy, change and operational issues in an integrated manner across three levels of development – professional, organisational and personal. In terms of professional development, the course explores key contemporary issues and threats, including organised crime, terrorism, cyber-crime, human trafficking and people smuggling, the role of regional and international policing organisations, managing major crime, managing major incidents, anti-corruption strategies, using intelligence, proceeds of crime, the use of social media, human rights, and ethics and diversity. 

In terms of organisational development, the course explores concepts and processes including strategy and strategic vision, strategic planning, executive decision making, strategic analysis, environmental scanning, the management toolbox, resource/action planning, writing a strategy document, organisational culture, stakeholders, networking, building partnerships, change management, budgeting, futures, competency based assessment and interviews, and performance management. 

Personal development involves exploring skills and competencies including learning and researching approaches, personality and behaviour, team building, managing teams, leadership, time management, appraisals, attendance management, conflict management, personal development and reflective practice. 

The course has been devised as a two-year, part-time course. You will need to achieve 180 credits to be awarded the title `Master of Public Administration’. Assuming you satisfy the conditions, the first 60 credits of the MPA are awarded by Accreditation of Prior (Experiential) Learning.

The remaining 120 credits have been designed with the needs of mid-to-senior policing professionals in mind. The course will be taught through blended learning with some conventional face-to-face delivery replaced by structured online delivery. Recognising that you only have limited opportunity for study leave from your organisation, the four taught modules are delivered in three short intensive blocs. These will last for two weeks, incorporating ten working days spent mainly in workshops delivered at the Coventry University London Campus. There will also be opportunities for delegates to visit UK police forces and institutions.

Much of the ‘lecture’ content will be uploaded to the virtual learning environment as videos well in advance of the intensive teaching blocs, allowing you to digest the instructional elements of the modules and enabling contact time in the workshops to be devoted to productive and challenging interactive teaching and learning. In particular, the international and experiential diversity of the cohorts lends itself to peer learning methods, including combining expertise and experience to solve real-life problems related to the topics under investigation. You will be advised well in advance of the content of intensive blocs to discuss suitable problems for discussion with managers and colleagues in your own organisation. Other interactive methods employed on the course include disruptive learning, simulations and table-top role playing exercises.  

Developing the capacity for independent, time-constrained study is an important transferable skill at postgraduate level. To successfully complete the taught modules will involve time spent in workshops with the module leader and other facilitators, time spent engaged in online guided study and self-guided study. For example, the 10 credit Global Professional Development module will consist of 12% face-to-face workshops delivered over two days, 48% online guided study time with dedicated materials before and after the intensive teaching bloc, and 40% of self-guided study time. Each of the three 20-credit modules will be delivered in two-week intensive face-to-face teaching blocs divided into appropriate workshops with an additional week of structured online guided tasks. 

In addition to the contact time during the intensive teaching blocs, additional academic support will be given through the virtual learning environment and will include the opportunity to participate in online tutorials. Likewise, supervision for the final project will constitute a blend of face-to-face tutorials during the intensive teaching blocs and online tutorials.

This course will be assessed using a variety of methods which will could vary depending upon the module.

The Coventry University Group assessment strategy ensures that our courses are fairly assessed and allows us to monitor student progression towards the achieving the intended learning outcomes. Assessments may include exams, individual assignments or group work elements.

On successful completion, you should be able to:

  • Formulate, appraise and articulate personal leadership and management skills through self-reflection, critical analytical thinking and awareness of personal effectiveness;
  • Critically evaluate different theoretical approaches and frameworks for understanding how and why change occurs, or does not occur, in society and organisationally, within the context of policing;
  • Analyse rationales and methods for applying leadership, change and risk management models and their appropriateness in relation to local, national and international policing interventions;
  • Demonstrate research and problem-solving skills relating to context-specific case-studies;
  • Critically analyse and assess methodologies to best protect society and the individual;
  • Demonstrate the ability to work as part of a team to assess and address security threats
  • Analyse existing policing practice in local, national and transnational contexts;
  • Critically evaluate the policing responses to local insecurity and vulnerabilities engendered by local and transnational threats;
  • Interrogate the impact of global political, social and technological change on the policing agenda, including its relevance within a local, national and regional context;
  • Critically analyse the impact on policy formulation and implementation of political, economic, organisational, inter-agency, cultural and ethical dimensions;
  • Research, design and write a 15,000-word research project in an appropriate style on a problem or case study from within the delegate’s own organisation, based on the delegate’s own research and on the theories and data of recognised authorities in the field.

Total contact time over the ten working days of each intensive teaching bloc will be 70 hours. You will also be required to undertake guided and self-directed study using the virtual learning environment and will be able to participate in online academic tutorials with their lecturers and their project supervisors through a combination of online communications methods. 

International policing is a recognised discipline in its own right. The face-to-face workshops that take place in the intensive teaching blocs provide a unique opportunity for knowledge sharing and you will be able to draw on the wide range of experience and expertise brought to the course by your peers, academics and policing professionals.

You are also offered the opportunity to take part in international study trips exploring core themes in international policing (subject to availability and additional costs), notably a trip to Sicily to explore innovative policing methods being used by the local law enforcement and criminal justice institutions to address the threats of organised crime, human trafficking and people smuggling.

EU student fees

EU nationals and their family members starting in the 2019/20 academic year remain eligible for the same fees as home students and the same financial support. Financial support comes from Student Finance England, and covers undergraduate and postgraduate study for the duration of their course, providing they meet the residency requirement.

For tuition fee loans

EU nationals must have resided in the European Economic Area (EEA) or Switzerland for the three years prior to the start of their course. The purpose of that three year residency should not have been mainly for the purpose of receiving full time education.

At this level the course supports delegates looking to apply for higher potential development initiatives or possible direct entry into the executive ranks of the organisation. At the level of implementation, the course will stimulate individuals with the drive and ambition to seek fast track promotion in their organisation.
